September 8, 2020 Board of Trustees Meeting


3003 Grading System and Grade Point Average (GPA)

Background for policy and AP development:

This new policy and administrative procedure was developed as a result of committee review and combining of previous separate policies from the Gloucester and Cumberland campuses in order to formulate one comprehensive document.

 

The following Administrative Procedures were revised for current contact information.

AP 7001 – Affirmative Action and Equal Employment Opportunity (AA/EEO)

AP 7011 – Harassment and Discrimination

AP 7013 – Sexual Misconduct and the Rights of Victims

AP 7017 – Conscientious Employee Protection (Whistleblower)

AP 8003 – Anti-Bullying and Intimidation

Note: Policy 3003 Distance Learning has been renumbered to 3013.

4005 Online Proctoring

Background for policy and AP development:

This new policy and administrative procedure was developed in order to prepare for situations in which the College's campuses are physically closed and specific online proctoring licensure is available to be utilized.

 

4007 Learning Management System (LMS)

Background for policy and AP development:

This new policy and administrative procedure was developed to ensure the College meets identity verification requirements and creates a seamless learning experience for students for courses, regardless of course instructional method.

 

4009 Web Conferencing

Background for policy and AP development:

This new policy and administrative procedure was developed to ensure security and privacy of data during synchronous online communication (also known as web conferencing).

 

7107.1 FAMILIES FIRST CORONAVIRUS RESPONSE ACT

Background for AP development:

This new administrative procedure was developed as a result of legislation passed by the Federal Government Department of Labor.  The Act requires certain employers to provide employees with paid sick leave or expanded family and medical leave for specified reasons related to COVID-19.

 

7421 TELECOMMUTING FOR EMPLOYEES

Background for policy and AP development:

This new policy and administrative procedure was developed as a result of establishing guidelines for employees to work in a setting other than the regularly assigned designation.

 

7503 Safe Opening

Background for policy development:

This new policy was developed in order to adhere to the executive orders established by state and federal governmental agencies, as well as, medical institution guidelines during the global pandemic.  This policy adheres to New Jersey Statute and federal law. 

 

8209 MILITARY ACTIVATION

Background for policy and AP development:

This new policy and administrative procedure was developed to comply with N.J.S.A. 18A:62-4.2 which provides options available to a student who is unable to complete a course as a result of being called to partial or full mobilization for state or federal active duty.  This policy continues to adhere to New Jersey Statute and federal law.  

 

8407 MILITARY TUITION ASSISTANCE FUNDS

Background for policy and AP development:

This new policy and administrative procedure was developed to comply with the Department of Defense's Memorandum of Understating (MOU), Return of Unearned Tuition Assistance Funds. ​The MOU aligns with Federal Student Aid rules Title IV of the Higher Education Act of 1965.  This policy continues to adhere to applicable New Jersey Statute and federal law.


Note​: Policy and AP 2019 Acceptable Use of Technological Resources have been renumbered to 4001.

3001 ACADEMIC AREAS

Background for policy revision:

This revised policy clarifies areas within in a division, renames a division, and adds two new divisions.

 

7013 SEXUAL MISCONDUCT AND THE RIGHTS OF VICTIMS

Background for policy and AP revision:

This revised policy delineates changes as a result of the January 2, 2020 Clery report recommendations for the Rowan College of South Annual Security Report (ASR).  The administrative procedure delineates additional revisions as recommended by the Clery review of this document.  This policy continues to adhere to New Jersey Statute and federal law.  


7113 TUITION REIMBURSEMENT AND WAIVERS FOR EMPLOYEES

Background for policy and AP revision:

This revised policy addresses tuition reimbursement and waivers as related to employees only. Information regarding student and community waivers was removed and developed in a new policy and AP as a result of realigning the original 6021 Tuition Reimbursement and Waivers for Employees when it was moved from Finance to Human Resources as of the merger. Additionally, the administrative procedure delineates and clarifies procedures as they relate to employees only.  This policy continues to adhere to any applicable New Jersey Statute and federal law.

 

7409 EMPLOYMENT CATEGORIES

Background for AP revision:

This revised administrative procedure provides further clarification by the addition of “per semester" for Student Worker employment status.

 

8401 FINANCIAL AID

Background for policy and AP development:

This new policy and administrative procedure formalizes financial aid documentation for the Rowan College of South Jersey - Cumberland and Gloucester campuses.  This policy continues to adhere to New Jersey Statute and federal law.

 

8405 TUITION WAIVERS FOR STUDENTS AND COMMUNITY

Background for policy and AP development:

This new policy and administrative procedure was developed as a separate policy and administrative procedure when 6021 Tuition Reimbursement and Waivers for Employees was moved from Finance to Human Resources (now 7113) as of the merger.  This policy continues to adhere to New Jersey Statute and federal law.

 

Note: Policy 8401 Second Degree Student Financial Aid has been renumbered to 8409.

5201 NAMING BUILDINGS, EDUCATIONAL SPACES, CLASSROOMS, MEETING AND PUBLIC SPACES, AND OTHER ASSETS                            

Background for administrative procedure (AP) revision:

The administrative procedure provides financial levels of committees to be established and revises the financial support levels. 

 

7007 EMPLOYEE ATTENDANCE                                                        

Background for administrative procedure (AP) revision:

The administrative procedure was updated by HR to remove attendance payment procedure not utilized by Cumberland and Gloucester campuses. 


​7105 LACTATION ROOM ACCOMMODATIONS FOR EMPLOYEES AND STUDENTS                                                                                         

Background for administrative procedure (AP) revision:

The administrative procedure delineates and identifies the location of lactation rooms and various contacts for permission to utilize and report problems for the Cumberland and Gloucester campuses.  The general procedures are the same for both campuses.

 

7107 LEAVES OF ABSENCE                                                                  

Background for administrative procedure (AP) revision.

The administrative procedure provides updated information as of 4/13/2020 per S2374 related to NJFLA and state of emergency orders. 

 

7109 UNUSED SICK LEAVE RETIREMENT COMPENSATION    

Background for administrative procedure (AP) revision:

The administrative procedure contains revisions as provided by HR and Financial Services.  It clarifies the definition of this benefit and provisions for an employee at retirement for the Cumberland and Gloucester campuses.

 

7111 WORKERS' COMPENSATION                                                          ​

Background for policy (P) and administrative procedure (AP) revision:

The policy was revised to clarify information regarding completion and submission of required forms. The administrative procedure includes additional points of clarification/revision as deemed by the NJ State Code/Statute.  Treatment centers list updated. 

 

7419 VOLUNTEER WORKERS                                                                  

Background for administrative procedure (AP) revision:

The administrative procedure includes revisions by HR incorporating practice changes for the Cumberland and Gloucester campuses.

Background for policy (P) revision: 

This revised policy includes the disposition of records in accordance with the New Jersey Division of Archives and Records Management's guidelines for community colleges in addition to the delineation of records retention.  The content of this policy continues to adhere to New Jersey Statute and federal law.
