In order to provide a safe and welcoming community environment for students, faculty, staff and visitors, the campus Safety and Security Department provides an array of services for the RCSJ campuses.  

These services include but are not limited to: a campus-escort program, a lost and found repository, stranded motorist assistance, vehicle registration and parking information, as well as crime prevention tips.  

The Campus Safety and Security Department is also responsible for the blue-light emergency telephone system (Gloucester Campus only), video-surveillance systems, electronic-access control card readers, burglar and door alarms and sensors, andkey features of the security technology program located in buildings throughout the campus.  

Gloucester Campus Services

Student and Visitor Parking: All students and visitors will park their vehicle in lots “D” and “E." No parking is permitted between 12 AM and 6 AM unless authorized by the campus Security Office. Rowan College reserves the right to close any parking lot, including restricted areas, without notice as specified by the executive director of Safety and Security. 

Handicapped Parking: Designated parking spaces are provided throughout the campus for individuals with handicapped parking permits issued by the New Jersey Motor Vehicle Commission or the Deptford Police Department. Handicapped drivers must display the appropriate rearview mirror placard issued by the State of New Jersey or license plate. 

Note: State law requires the authorized holder of the placard or license plate to be present when the parking privilege for persons with disabilities is used. 

Note: The Deptford Police Department or County Sheriff can ticket persons illegally parked in handicapped parking in private parking areas. 

  • Fire Lanes: To comply with the local ordinance and for campus community safety, vehicles may never be left unoccupied in a designated fire lane. This includes while hazard lights are flashing and for short periods of time. 
  • Parking Violations Subject to Fines: The items listed below are considered specific violations of the College’s parking regulations and are subject to fines. 
  • Reckless Driving: Considering the continual presence of pedestrians, reckless driving on campus is not tolerated. Reckless driving is defined as driving with “willful or wanton disregard for the safety of persons or property." Persons guilty of reckless driving may have their parking privileges withdrawn. 
  • Fines: All fines must be paid before registration for the next semester, before graduation or before the release of transcripts. Fines must be paid to the cashier located inside the Student Services building during regular business hours. 
  • Vehicle Security: Students should lock their cars at all times. It is suggested that they do not leave valuable items in plain view. Anyone parking a vehicle on campus assumes all risk of accident and expressly agrees that Rowan College of South Jersey shall not be held liable, under any circumstances, for any injury to persons or loss or damage to property. 
  • Special Notice: Verbal or physical assault of security officers enforcing campus parking and driving regulations will not be tolerated. Individuals engaging in this type of behavior are subject to the college disciplinary process and/or possible criminal prosecution.

To contact Campus Safety and Security officers for assistance with disabled vehicles, call 856-681-6287 or use one of the blue-light phones located on campus. Campus security officers arenotequipped to handle automobile lockouts, mechanicalfailuresor dead batteries, but will provide a telephone to make calls and wait with the motorist until the situation is resolved.

Escorts are available to shuttle students, faculty, staff, and visitors on the campus grounds. Response times will vary depending on the accessibility of security officers.  

To make a report of a lost article or see if missing property has been turned in, stop by the College Center Security Office (entrance A-8) or call extension 6210. Lost and found services can also be accessed by the blue-light phone system installed on campus. Items may be discarded at the end of each academic term.     

Lost and found property assistance is available: 8:30 a.m. to 5:00 p.m., Monday– Friday.     

Students, staff and faculty are required topossess a validRCSJphoto identification card. ID cards are available at the library with proof of enrollment. Report all lost, damaged or stolen identification cardsimmediatelyto the campus Security Office. There is a replacement charge of $10.ID cardsmustbe in possession at all timeswhile on campus. 

There are currently more than 100 cameras located on the Rowan College campus. The College's state-of-the-art electronic video surveillance system monitors and records 24 hours a day, seven days a week, all campus activities in public areas. The cameras help deter crime and assist safety and security department personnel.  

To report a potential safety hazard, suspicious activity, request help or a campus escort, use the College's lighted emergency phones to automatically dial for assistance. The College's 36 emergency telephones are connected to the Gloucester County 9-1-1 Center and the Campus Safety and Security Department.

Cumberland Campus Services

RCSJ-Cumberland 's lost and found is located at the Information Desk in the Student Center building. If you find an item, please drop it off at the Information Desk. Lost items may be claimed at the Information Desk. Call the Information Desk at 856-691-8600, x1000 to see if your item has been turned in. All items are held for a reasonable amount of time; if possible always mark your personal property.  
 
The Information Desk hours are Mondays through Fridays from 7:30 a.m. until 10 p.m. Saturdays from 7:30 a.m. until 4 p.m. Closed on Sundays.   

Campus Security will provide service to a motorist who finds that their battery has died while on RCSJ-Cumberlandproperty. The college does not accept responsibility for anydamagesthat may occur when this service is provided. Therefore, the individualutilizingthis service must sign a waiver of liability form, before services are administered, releasing RCSJ-Cumberland from any responsibility. 

A lockout service is provided upon proper identification by owners, who have locked their keys in their vehicle. Due to different automobile manufacturers, it is sometimes impossible to enter a locked vehicle without the proper key; however, Campus Security will make an attempt to unlock your vehicle. The college does not accept responsibility for any damages that may occur when this service is provided. Therefore, the individual utilizing this service must sign a waiver of liability form, before services are administered, releasing RCSJ-Cumberland from any responsibility. In addition, the individual requesting such service must show evidence of ownership/authorization and must provide identification. 

Campus Security will provide assistance for a vehicle that may need air in its tires. The person requesting air for tires must sign a waiver of liability form, releasing RCSJ-Cumberland from any responsibility of damage to the vehicle.
