PEACEFUL ASSEMBLIES ON CAMPUS

Demonstration Definition

For the purpose of this administrative procedure, a demonstration is defined as a public display by an individual or the assembly of a group of individuals expressing a specific position for or against a person or cause.

Demonstrators will speak on their own behalf and not on behalf of Rowan College of South Jersey (RCSJ) as a post-secondary institution.

Time and Place

The organizer of the event must make application with RCSJ Campus Security to hold any assembly activity at least 72 hours in advance. The application form can be requested by email at .

The College has a right to determine the time, location, and expected conduct of the assembly to ensure the activity is managed in the best interest and safety of all parties, without interference with RCSJ’s daily educational and business operations.

Designated Areas

RCSJ has designated areas on each campus for peaceful assembly events and these locations will be verbally communicated to the event organizer and provided along with the application form when applying for a peaceful assembly for purpose of demonstrations by an individual or assembly groups, such as, but not limited to, public speakers, activists, protesters, demonstrators, and picketers.

Conduct Expectations of Peaceful Assemblies

Below is a list of prohibited conduct that will facilitate civility and ensure a peaceful event:

  • Do not obstruct vehicular, bicycle, pedestrian, or other traffic;
  • Do not obstruct entrances or exits to buildings, sidewalks or driveways;
  • Do not interfere with activities at any educational college location inside or outside of buildings;
  • Do not harass or intimidate passersby;
  • Do not interfere with or prevent a scheduled speaker from being heard;
  • Do not interfere or disrupt any scheduled College ceremonies or events;
  • Do not damage property, including lawns, shrubs, or trees; and
  • Do not engage in any other activities disruptive to the daily business operation of the College or conduct that infringes upon the rights of others.

Violation of Peaceful Assemblies on Campus Policy and Administrative Procedure

Any violation of RCSJ’s Peaceful Assemblies on Campus policy and the corresponding administrative procedure may result in expulsion as defined in the RCSJ Student Code of Conduct policy and administrative procedure, and/or through local police intervention and potential criminal charges.
